Vora registers the agency's texting campaign and provisions numbers.

An admin sets up campaigns, dispositions, audio and seats under Settings, then Dialer.

- Calls are checked against calling hours, consent and do-not-call before they dial.
- STOP, START and HELP replies are honored across texting and calling.
